PHED Begins Distribution of Free Prepaid Meters in Port Harcourt
The Port Harcourt Electricity Distribution Company (PHED) has commenced the distribution of free prepaid electricity meters to customers across its franchise areas, including Rivers State. The initiative is part of the Federal Government’s National Mass Metering Programme (NMMP), designed to bridge the metering gap and eliminate estimated billing in Nigeria’s power sector.

The rollout was officially flagged off in Port Harcourt, with PHED announcing plans to distribute thousands of meters to electricity consumers in Rivers, Bayelsa, Cross River, and Akwa Ibom states. The programme is aimed at improving transparency in electricity billing and enhancing customer satisfaction through accurate energy measurement.
According to PHED, the meters are being installed in phases, starting with customers who have not been previously metered. The company disclosed that an initial batch of prepaid meters was deployed under the NMMP framework, which supports large-scale installation of meters nationwide to close the metering deficit.
Industry reports also indicate that the introduction of smart meters in the Port Harcourt electricity zone has helped ease long-standing disputes between consumers and distribution companies over estimated billing, highlighting the importance of the metering exercise in improving trust and efficiency in the sector.
PHED further revealed that it has achieved significant progress in metering coverage across its operational states and is working towards full metering of customers. The company noted that expanding meter deployment remains a priority to ensure fairness in billing and improve service delivery across its network.
