The Higher Education Council (HEC) wish to inform the public that the Commonwealth Scholarship Commission (CSC) in united Kingdom has requested Rwanda to nominate candidates for PhD studies and Master’s Studies for Scholarship tenable from September/October 2026.The nomination does not in any way guarantee selection or placement by CSC.
The applicants are requested o choose only one of the six (6) development themes:
- Science and Technology for Development
- Strengthening Health Systems and Capacity
- Promoting Global Peace, Security and Governance
- Strengthening Resilience and Response to Crises,
- Access, Inclusion and Opportunity
Interested candidates should submit all the following application documents;
- Application letter addressed to the Director General of HEC clearly indicating the course applied for admission status (Admitted or not) University name (for admitted applicants) Employer and position and any other information to support the application
- ID or a valid passport
- Curriculum Vitea
- Employer recommendation letter
- Original -notified degree and transcripts for the previous level of education
- Recommendation letters from the academic staff from the university where the candidates accomplished previous studies
Eligibility;
- Rwanda HEC may request a specific number of nominations: 14 for Master’s and 16 for PhD
- Applicants must be a citizen of, or have refugee status in an eligible commonwealth country including Rwanda and be permanently resident there
- Must be available to commence studies in the UK during the UK academic year starting Septembe 2026
- For Master’s Hold a first-class or upper second -class (2:1) undergraduate degree, or lower second-class (2:2) with a relevant postgraduate degree
- Should not have studied or worked in high-income country for more that one academic year
- Must demonstrate inability to afford study in the UK without the scholarship
- Must supply all required supporting documents in the prescribed format
- Applicants must apply both:

Please note:
- The above- mentioned application documents will be submitted online to HEC MIS using the http://mis.hec.gov.rw/system-login
- Only the application with complete documents will be accepted
- Candidates applying for Masters should possess Bachelor’s degree of at least 2nd Class Upper Division or equivalent in related field, Where as PhD applicants should possess
at least 70 percent - Candidates are requested to submit quality proposal describing the development impact in the
home country. Submission of personal statement will give additional content. - The interested candidates are also requested to submit their application form via the CSC’s online application system
- Only applications submitted on both portals (CSC and HECMIS) will be reviewed
- The online application through HECMIS is open from 15/08/2025 t0 30/09/2025
- The online application through CSC is open from 02/09/2025 to 14/10/2025
